The Talanta Hela Council and its two technical committees, one for sports and one for the arts, have been established, according to a statement from Ababu Namwamba’s led Ministry of Youth Affairs, Sports, and the Arts.
The Council of Governors delegates as well as the Principal Secretaries of the State Departments of Sports, Youth Affairs, and the Arts, as well as the State Department of Basic Education, will serve on the council under Ababu Namwamba's leadership.
The Council will have a three-year tenure, and among its responsibilities will be to provide vision and policy direction, ensure that the initiative has the support of the highest levels of government, monitor progress, and approve any necessary policy frameworks.
Akinyi Odongo, Jimmi Gathu, Catherine Kamau, Esther Akoth, Kizito Makhande, Azziad Nasenya, Rosemary Wahu Kagwi, Awadhi Salim Awadhi, Douglas Kipkirui Langat, and Susan Ekasiba are among the 10 members of the Creatives Technical Committee, which is chaired by Daniel Ndambuki (Churchill).

The Churchill-led committee will have a three-year term and be in charge of proposals for the distribution and collection of royalties, the execution of the National Creatives Economy Plan, the administration of the National Creatives Awards, the monetization of the creatives sector, the improvement of arts facilities and infrastructure, and the promotion of Kenya as a top location for film production.
With 11 members, the Sports Technical Committee will be presided over by Carol Radul. The group's members include Boniface Ambani, Daniel Nakeor Losiru, Staicy Shariffa Ochieng, Julius Kiplagat Yego, Neddy Kutsuru, Alfred Makotsi, Sammy Tiyoi Shollei, Collins Kale, Kevin Mutai, Shilovelo Winna Shilavula, and Neddy Kutsuru.
The committee will also have a three-year term and will be in charge of a variety of tasks, such as encouraging the growth of sports, assisting the Kenya Academy of Sports, utilizing technology to discover and develop talent, creating a framework to monetize sports and increase employment opportunities, overseeing the annual bottom-up football tournament, and assisting the Harambee Stars and Harambee Starlets in their individual endeavors.
A Secretariat will be set up by the Cabinet Secretary to support the Council and its Technical Committees. Daily operations will be managed, research will be done, reports will be written, a sports library will be established, protocol and public relations will be handled, and other tasks as delegated by the Council will be carried out by the Secretariat.
